WASHINGTON — President Obama announced tough new nationwide rules for automobile emissions and mileage standards, embracing goalss sought for years over the objections of the auto industry and the Bush administration. The rules will take effect in 2012 and establish a federal standard for fuel efficiency as tough as  California's program and imposing the first-ever limits on climate-altering gases from cars and trucks.
